		<description><![CDATA[mantis2009 writes "The US Federal Communications Commission (FCC) published a request for public comment (PDF) on an upcoming transition from the decades-old circuit-based Public Switched Telephone Network to a new system run entirely with Voice over Internet Protocol (VoIP) technology. This is perhaps the most serious indication to date that the legacy telephone system will, in the near future, reach the end of its life. 		<description><![CDATA[jvillain writes "India is about to pull the plug on 25 million cell phones in the name of fighting terrorism and fraud. 'The ban by India's Department of Telecommunications has been unfolding gradually since Oct. 6, 2008, six weeks before the attacks in Mumbai killed 173 people and wounded 308. A memo then directed service providers to cut off cellphone users whose devices didn't have a real IMEI &#8212; or unique identity number &#8212; in the interests of 'national security.' Since then, the move has picked up steam as a way to circumvent terrorists using black market, unregistered cellphones. The Mumbai attackers kept in touch with each other via cellphones and used GPS to pinpoint their attacks, which started Nov. 26, 2008, and went on for three days. The telecommunications department has issued warnings and deadlines through 2009 but has announced this one is for real, telling operators to block cellphones without valid IMEI numbers. 		<description><![CDATA[cuttheredwire writes "Evidence on the Gizmo5 forum (login required) confirms that since Google's takeover of Gizmo5, only the Windows, Mac, and iPhone clients are available for download from the official Web page. The Linux download link no longer works. This is a potential problem for happy Linux users with paid-up credit in their Gizmo5 accounts if they need to reinstall the software. A back-door download is still available, although it is speculated on the forums that it will go away soon. 		<description><![CDATA[1sockchuck writes "Virginia's new state IT system is experiencing downtime in key services because of a mind-boggling oversight: the state apparently neglected to require network backup in a 10-year, $2.3 billion outsourcing deal with Northrop Grumman. The issue is causing serious downtime for state services. 		<description><![CDATA[It seems that a recent survey of global broadband practices by Harvard's Berkman Center at the behest of the FCC has stirred the telecommunications hornet's nest. Both AT&#38;T and Verizon are up in arms about some of the conclusions (except the ones that suggest offering large direct public subsidies). "Harvard's Berkman Center study of global broadband practices, produced at the FCC's request, is an 'embarrassingly slanted econometric analysis that violates professional statistical standards and is insufficiently reliable to provide meaningful guidance,' declares AT&#38;T. The study does nothing but promote the lead author's 'own extreme views,' warns a response from Verizon Wireless. Most importantly, it 'should not be relied upon by the FCC in formulating a National Broadband Plan,' concludes the United States Telecom Association.
